Billy Jenkins is a postdoctoral scholar at Scripps Institution of Oceanography, UC San Diego, where he completed his PhD in 2023 as a National Defense Science & Engineering Graduate Fellow. His research is focused on adapting machine learning techniques for acoustic and seismic signal processing to better observe the world’s oceans, particularly in the rapidly changing Arctic. He graduated with merit from the US Naval Academy with a BS in oceanography, and with distinction from the Naval Postgraduate School with an MS in engineering acoustics.

Billy previously served in the US Navy as a submarine warfare officer aboard the USS Providence, and as a flag aide in Yokosuka, Japan. He remains active in the Navy Reserve supporting undersea warfare operations, and in 2019 deployed to Kabul, Afghanistan with NATO’s Operation Resolute Support.
